austinsmom08, if he didn't turn his decals in its probably because he pcs'd stateside. He will have to when he is clearing (ETS'ing)

and the number is not going to change, it's linked to the Soldier, or whoever register the vehicle. It would only change under certain circumstances.

Read it again before jumping. If you are ETS'ing or going overseas you HAVE to turn your decals in. If you are PCS'ing stateside you keep your decals, whenever you get to your new duty station you ...

I believe the white part of the Decal says "government property" or something similar, don't really remember.
